Whether you need a permit depends on the stem circumference and on the municipality. Some municipalities have a tree list.

Whether this goes through the Environmental Desk varies by municipality: if the rule is in the environmental plan it does; if it is still in the APV then it goes through their own desk. Municipalities have until 1 January 2032 to move those rules. The municipality page shows how it is there.
