A shop sign or façade advertising falls under the appearance of the building and is therefore often subject to permit requirements.

Where the application goes
Whether this goes through the Environmental Desk varies by municipality: if the rule is in the environmental plan it does; if it is still in the APV then it goes through their own desk. Municipalities have until 1 January 2032 to move those rules. The municipality page shows how it is there.
