Creating or widening an exit affects the public road and is therefore regulated in almost all places.

Where the application goes
Whether this goes through the Environmental Desk varies by municipality: if the rule is in the environmental plan it does; if it is still in the APV then it goes through their own desk. Municipalities have until 1 January 2032 to move those rules. The municipality page shows how it is there.
